Chapter I General Provisions

Article 1: In order to foster and practice the core socialist values, promote civilized conduct, address uncivilized behavior, enhance the overall level of social civility, and build a modern Tianjin that is both civilized and prosperous, this Regulation is hereby enacted in accordance with relevant laws and regulations and in light of the actual conditions of this municipality.

Article 2: This Regulation applies to the promotion of civilized conduct within the administrative area of this municipality.

Article 3: For the purposes of these Regulations, “civilized conduct” refers to behavior that complies with the Constitution and relevant laws and regulations, embodies the core socialist values, conforms to socialist ethics and public order and good morals, sets a positive social example, and promotes the advancement of social civility.

Article 4: The promotion of civilized conduct shall, under the unified leadership of Party committees at all levels, be advanced through government organization, with each department assuming its respective responsibilities and the entire society participating, thereby establishing a long-term mechanism of joint development, joint governance, and shared benefits.

Article 5: The municipal and district-level guiding bodies for spiritual civilization construction shall be responsible for guiding, coordinating, supervising, and inspecting the promotion of civilized conduct within their respective administrative areas, and for organizing publicity campaigns, recognition programs, and other initiatives to advance civilized behavior.

The administrative offices of the municipal and district-level guiding bodies for spiritual civilization development are responsible for day-to-day operations.

Article 6: The people’s governments of municipalities and districts shall regard the promotion of civilized conduct as an important component of spiritual civilization development, formulate relevant policies and measures, and promote the coordinated development of efforts to foster civilized behavior with economic and social progress.

The people’s governments of townships and towns, as well as subdistrict offices, shall, in accordance with their respective duties and the provisions of these Regulations, carry out publicity, promotion, and law enforcement related to civilized conduct.

Article 7: The departments responsible for cyberspace affairs, development and reform, education, public security, civil affairs, urban management, transport, agriculture and rural affairs, commerce, culture and tourism, and market regulation, as well as mass organizations such as trade unions, the Communist Youth League, and the All-China Women’s Federation, shall, in accordance with their respective duties, carry out work to promote civilized conduct.

Article 8: Promoting civilized conduct is a shared responsibility of the entire society.

Government organs, social organizations, enterprises and public institutions, grassroots mass self-governance organizations, other entities, and individuals shall, in light of their own circumstances, actively participate in efforts to promote civilized conduct.

State officials, educators, and public figures shall set an example and serve as role models in promoting civilized conduct.

Article 9: News media shall actively promote civilized conduct, disseminate the principles of civility, and foster a societal atmosphere that encourages and supports such behavior.

Chapter 2: Basic Codes of Civilized Conduct

Article 10: Organizations and individuals shall abide by laws and regulations, public order and good morals, and norms of civilized conduct; act with honesty and trustworthiness; actively participate in the cultivation of social ethics, professional ethics, family virtues, and personal integrity; and consciously refrain from engaging in uncivilized behavior.

Article 11: In public places, the following provisions shall be observed:

(1) Dress neatly and appropriately, and conduct oneself with civility in both words and actions.

(2) When waiting for service, please observe order and line up in sequence.

(3) Protect and cherish gardens, green spaces, and water bodies;

(4) Maintain environmental hygiene and comply with relevant regulations on public sanitation;

(5) Practice civilized toilet etiquette, maintain the cleanliness of public restrooms, and take good care of restroom facilities.

(6) Comply with the smoking prohibition regulations;

(7) Take good care of public facilities and use seating and other amenities appropriately.

Article 12: When paying respects, conducting memorial rites, or visiting sites such as monuments to heroes and martyrs and patriotic education bases, individuals shall abide by the relevant regulations on memorial activities and etiquette, and consciously uphold a solemn and respectful atmosphere.

Article 13: In public places such as hospitals, libraries, memorial halls, museums, and theaters, as well as when using public transportation, individuals shall maintain quiet and refrain from disturbing others.

Article 14: When attending sports events or cultural performances, spectators shall respect athletes, coaches, referees, performers, and other audience members; comply with on-site management; observe venue regulations; and take good care of venue facilities.

Article 15: When engaging in fitness, singing, dancing, or other cultural and recreational activities in public places, participants shall comply with relevant regulations on environmental noise management, use the premises and facilities appropriately, and take measures to prevent such activities from disrupting others’ normal study, work, or daily life.

Article 16: In the event of an emergency, individuals shall obey on-site instructions and cooperate with emergency response measures.

Article 17: Drivers shall comply with road traffic safety laws and regulations and drive safely and courteously.

(1) Use lights and horns in accordance with regulations;

(2) On congested or slow-moving road sections, yield to one another and proceed in an orderly manner.

(3) Drive through flooded road sections at low speed to prevent water from splashing and obstructing other vehicles.

(4) Yield to and give way to pedestrians;

(5) Yield the right-of-way to fire engines, ambulances, engineering rescue vehicles, police cars, and other vehicles in emergency situations;

(6) Park in designated spaces and park in an orderly manner.

Article 18 Pedestrians crossing intersections or roadways shall use crosswalks or pedestrian overpasses/underpasses; when crossing a crosswalk equipped with traffic signals, they shall proceed in accordance with the signal indications; and they shall assist pedestrians with mobility impairments to cross safely and promptly.

Article 19: When using public transportation or elevators, passengers shall alight before boarding; when ascending or descending stairs, they shall keep to the right.

Article 20: When using shared transportation vehicles and related facilities, users shall take good care of the vehicles and facilities and park them in a proper and orderly manner after use.

Article 21: Urban and rural residents shall abide by the community’s code of public civility; foster solidarity and harmony, practice mutual assistance among neighbors, respect the elderly and care for the young, and support the vulnerable and assist persons with disabilities; safeguard the community’s public environment, and dispose of domestic waste in accordance with applicable regulations.

Article 22: Dog owners shall comply with relevant laws and regulations and practice civilized dog ownership.

(1) When taking a dog outdoors, it shall be led by an adult on a leash and the owner shall proactively yield to others.

(2) Promptly clean up dog feces deposited in public areas;

(3) Properly manage the dogs under your care to prevent interference with others’ daily lives.

Raising other animals shall comply with applicable laws and regulations, ensure proper management of the animals, maintain environmental hygiene, and avoid disturbing the lives of others.

Article 23: Urban and rural residents shall conduct celebratory events in a civilized manner, promote frugality and thrift, and refrain from competitive displays and wasteful extravagance.

Article 24: Funeral and memorial activities shall abandon outdated customs and practices and resist feudal superstition.

Article 25 Tourism shall comply with the following provisions:

(1) Respect local customs and traditions, as well as cultural heritage; honor heroic figures and prominent historical and cultural personalities.

(2) Protect cultural relics, historical sites, scenic spots, and tourism facilities;

(3) Comply with the guidance and management of staff at scenic areas and attractions.

Article 26: The use of the Internet shall comply with laws, regulations, and provisions on network information management, safeguard network security and order, and resist online rumors and harmful information.

Article 27: Organizations and individuals shall abide by laws and regulations on ecological and environmental protection, fulfill their obligations in this regard, participate in the building of an ecological civilization, and safeguard the harmonious coexistence of humanity and nature. A simple, moderate, green, and low-carbon lifestyle is encouraged.

Article 28: Merchants and service providers shall conduct their business with integrity, engage in fair competition, provide courteous and civilized services, fulfill their statutory and contractual obligations, and safeguard the legitimate rights and interests of consumers.

Article 29: Drivers and onboard personnel of public passenger transport vehicles shall treat passengers with civility and courtesy, ensure that the vehicles are in good working order and kept clean and sanitary, operate along designated routes at prescribed speeds, and pick up and drop off passengers at designated stops.

Passenger taxi drivers shall adhere to service standards and professional ethics; maintain neat attire and use courteous language; follow reasonable routes or those requested by passengers; and stop and pick up or drop off passengers in an orderly manner as prescribed.

Chapter 3: Management and Promotion

Article 30 The administrative office of the guiding body for spiritual civilization construction shall be responsible for the following tasks:

(1) Incorporate the promotion of civilized conduct into mass-based activities for fostering spiritual civilization and into annual performance‑assessment frameworks.

(2) Analyze and assess the status of efforts to promote civilized conduct within this administrative region, and summarize and disseminate best practices in this area.

(3) Promote standards of civilized conduct by organizing a variety of cultural activities;

4. Select and commend exemplary models in the promotion of civilized conduct.

Article 31: The cyberspace administration shall strengthen governance of cyberspace, purify the online environment, promote civilized internet use, and advance the development of online civility.

Article 32: The departments of development and reform, market regulation, and others shall strengthen the construction of the social credit system, establish and improve a city-wide unified credit information system, refine mechanisms for joint incentives for those who uphold trust and joint penalties for those who lose trust, and enhance public awareness of integrity and the overall level of creditworthiness.

Article 33: Public security organs shall, in the course of lawfully combating illegal and criminal activities, conducting public security prevention, and resolving disputes and conflicts, strengthen legal education and moral education to safeguard social harmony and stability. The public security traffic management departments shall intensify publicity and education on road traffic laws and regulations and road safety knowledge, and promote civilized travel.

Article 34: The civil affairs authorities shall enhance the level of community governance and promote the development of model communities; strengthen education and guidance to encourage civilized mourning practices, and standardize funeral services.

Article 35: The transportation authorities shall strengthen supervision and management of the operating entities of public transportation modes, including subways, buses, and taxis, to enhance the professional ethics and civility of practitioners and to improve the quality of courteous service.

Article 36: The agricultural and rural affairs authorities shall foster a civilized rural ethos, enhance the spiritual outlook of farmers, and promote the development of beautiful countryside.

Article 37: The departments of commerce, culture and tourism, urban management, and others shall incorporate civilized service into industry-specific service standards and shall supervise and guide relevant entities in carrying out activities to promote civilized conduct that reflect the distinctive characteristics of their respective industries.

Article 38: Schools and other educational institutions shall, in light of their own characteristics, carry out initiatives to build civilized campuses and organize practical activities in civic education, thereby fostering in students and children the development of civilized behavioral habits.

Article 39: Residents’ committees and villagers’ committees shall organize the implementation of residents’ covenants and village rules and covenants, promote civilized conduct, dissuade uncivilized behavior, and publicize exemplary models of civility.

Article 40: Government agencies, enterprises, public institutions, and other organizations shall install publicity facilities promoting standards of civilized conduct in their workplaces, business premises, or service areas, and shall organize relevant staff members or volunteers to dissuade uncivilized behavior.

Airports, railway stations, ports, and terminals shall designate designated areas for ticketing, waiting, and entry/exit, install clear wayfinding signage, and maintain a clean and hygienic environment. They shall also strengthen guidance and management of passengers during ticketing, waiting, and boarding/alighting, thereby ensuring orderly operations.

Operators or managers of tourist attractions shall upgrade and improve tourism facilities and equipment, and install signage for route guidance, service standards, and safety precautions in a scientific, reasonable, and standardized manner. They shall strengthen patrol and management, effectively regulate visitor flows, maintain orderly tourism operations, promptly dissuade and stop uncivilized behavior by tourists, and ensure the safety and smooth flow of visitors during their visits.

Operators of shared mobility services shall deploy and operate vehicles in a scientifically sound and rational manner, strengthen vehicle parking management, and promptly repair or remove damaged and abandoned vehicles.

Article 41: Newspapers, periodicals, radio, television, online media, and operators of outdoor advertising facilities shall publish and broadcast public service advertisements, establish columns and special programs promoting civilized conduct, commend and publicize exemplary acts of civility, and expose and criticize uncivilized behavior.

Article 42: Organizations and individuals have the right to report or file complaints, by telephone, letter, email, or by providing videos or photographs, regarding uncivilized conduct and against organizations and personnel that fail to fulfill their duties in promoting civilized behavior, and to submit opinions and suggestions on the work of fostering civilized behavior.

Article 43: The departments responsible for cyberspace administration, development and reform, education, public security, civil affairs, urban management, transport, agriculture and rural affairs, commerce, culture and tourism, and market regulation shall publicly disclose the methods and channels for receiving reports and complaints.

Departments receiving reports, complaints, or suggestions shall, in accordance with the law, promptly investigate and handle them and notify the relevant entities and individuals of the outcomes. The identity information and other personal details of whistleblowers and complainants shall be kept confidential.

Chapter Four: Advocacy and Rewards

Article 44: In conducting activities to select and commend model figures in the development of spiritual civilization, the guiding bodies for spiritual civilization shall take the demonstration of civilized conduct as a criterion for selection and a condition for nomination.

Article 45: Government agencies, enterprises, public institutions, and other organizations shall support their staff and members in participating in efforts to promote civilized conduct, and shall encourage and commend those who demonstrate outstanding performance.

Article 46: Promote and foster the development of civilized families, and cultivate sound family traditions characterized by filial piety and love for relatives, gender equality, harmonious marital relations, and thrift and diligence in managing the household.

Those who have been awarded honorary titles such as “Civilized Family” at or above the municipal level shall enjoy preferential policies in accordance with relevant regulations.

Article 47: Units and individuals are encouraged and urged to actively participate in volunteer service activities.

We advocate for and encourage organizations and individuals to engage in activities that support disadvantaged families, elderly people living alone, left-behind children, persons with disabilities, and other public welfare initiatives.

Units and individuals who participate in volunteer service shall enjoy preferential policies in accordance with the provisions of laws and regulations.

Article 48: Individuals are encouraged and urged to donate blood without compensation and to voluntarily donate human tissues and organs.

Individuals who donate blood, human tissues, or organs without compensation shall, together with their relatives, be entitled to preferential treatment or honors in accordance with applicable laws and regulations.

Article 49: Acts of courage and righteousness are encouraged, and persons who perform such acts shall be protected and rewarded.

Individuals who perform acts of bravery and their relatives shall be entitled to the relevant benefits in accordance with applicable laws and regulations.

Article 50: Units and individuals are encouraged to carry out activities for the dissemination of China’s fine traditional culture, revolutionary culture, and advanced socialist culture, as well as for science popularization.

Units and individuals that organize or participate in the activities specified in the preceding paragraph shall be entitled to preferential policies in accordance with applicable laws and regulations.

Chapter Five: Law Enforcement and Penalties

Article 51: Administrative law enforcement agencies shall strengthen the management and training of law enforcement personnel to enhance their capacity and competence in conducting law enforcement in a civilized manner.

Article 52: Law enforcement officers shall enforce the law in a standardized and civilized manner. When performing their duties, they shall present their law enforcement identification as required and maintain complete records of the enforcement process; they shall dress in accordance with regulations, maintain a neat appearance, conduct themselves with dignity, and use courteous language.

Article 53: In accordance with their statutory duties, administrative law enforcement agencies may, on the basis of video footage, photographs, on-site records, and other information that they have collected and verified, investigate and address uncivilized conduct.

Administrative law enforcement agencies shall establish a mechanism for sharing enforcement information related to the investigation and handling of uncivilized conduct.

When administrative law enforcement agencies investigate and address uncivilized conduct and require relevant departments to provide necessary information, such departments shall do so in accordance with applicable regulations.

Article 54: When administrative law enforcement officers impose penalties for uncivilized conduct, they may, in accordance with the law and as necessary for enforcement, require the person concerned to provide their name or corporate name and address. If the person refuses to comply, the enforcement authority may request the public security organs to assist in verification.

Article 55: Anyone who, after being warned against any of the following acts, refuses to desist shall be ordered by the public security organ that received the report to make corrections; if they refuse to comply, a fine of not less than 50 yuan and not more than 200 yuan shall be imposed.

(1) Those who go shirtless in public places;

(2) Making loud noises in public places where silence is required;

(3) Cutting in line arbitrarily when using public transportation, elevators, or while waiting for services;

(4) In public places or while using public transportation, occupying another person’s seat;

(5) Any other acts that damage the city’s image, disrupt public order, or interfere with the normal lives of others.

Article 56: Anyone who engages in activities within memorial facilities for heroes and martyrs that undermine the environment or atmosphere of such facilities, and refuses to heed warnings, shall be subject to criticism and education by the competent authority responsible for the facility, and shall be ordered to make corrections. If the conduct constitutes a violation of public order administration, the public security organ shall impose penalties in accordance with the law.

Article 57: Anyone who, while attending sports events or cultural performances, insults athletes, coaches, referees, performers, or other personnel, or damages facilities, shall be subject to a fine of RMB 200 by the public security organ; if the conduct constitutes a violation of public order administration, it shall be dealt with in accordance with the law by the public security organ.

Article 58: In urban areas, any organization of recreational activities in public places such as streets, plazas, and parks that employs audio equipment at a volume level that disrupts the normal life of others shall be ordered by the public security authorities to make corrections. Those who refuse to correct or repeatedly fail to comply despite repeated admonishments shall be subject to a fine of no less than RMB 200 and no more than RMB 500.

Article 59: Anyone who engages in any of the following acts shall be subject to a fine of fifty yuan imposed by the public security traffic management department:

(1) Pedestrians and non-motorized vehicle drivers who run red lights;

(2) Pedestrians crossing over guardrails.

Article 60: Any person driving a motor vehicle who engages in any of the following acts shall be subject to penalties imposed by the public security traffic management department in accordance with the laws and regulations on road traffic safety:

(1) Those who sound the horn in violation of regulations;

(2) Those who change lanes or make U-turns in violation of traffic regulations;

(3) Using a telephone in a handheld manner while driving;

(4) Failing to yield to or give way to pedestrians as required;

(5) Parking in violation of the prescribed regulations.

Anyone who throws objects out of a moving vehicle shall be subject to penalties imposed by the public security traffic management department in accordance with the laws and regulations on road traffic safety.

Article 61: Any act that disrupts the order of public transportation vehicles or interferes with the driver’s normal and safe operation, if constituting a violation of public security administration, shall be subject to administrative penalties by the public security organs in accordance with the law; if such act constitutes a crime, criminal liability shall be pursued in accordance with the law.

Article 62: Anyone who intentionally discards, damages, or unlawfully appropriates shared transportation vehicles and related facilities, if such conduct constitutes a violation of public order administration, shall be subject to administrative penalties by the public security organs in accordance with the law; if such conduct constitutes a crime, criminal liability shall be pursued in accordance with the law.

Article 63: Anyone who spits in public, defecates or urinates in public, or litters shall be subject to a fine of no less than 50 yuan and no more than 200 yuan, imposed by the urban management department.

Anyone who throws objects from a building shall be ordered by the urban management authority to remove them and shall be subject to a fine of 500 yuan.

Article 64: Anyone who smokes in places or areas where smoking is prohibited and fails to heed劝告 shall be subject to a fine of no less than RMB 50 but no more than RMB 200, imposed by the relevant administrative authorities.

Article 65: Any act of defacing, scribbling, or carving on public property, or of arbitrarily posting or spray-painting advertisements, shall be ordered by the urban management authority to be removed and shall incur a fine of not less than RMB 100 but not more than RMB 200; if such acts impair the city’s appearance, a fine of RMB 2,000 shall be imposed.

Anyone who damages urban environmental sanitation facilities or harms trees, flowers, or other vegetation shall be ordered by the urban management authority to cease the unlawful act, compensate for any losses, and pay a fine of no less than RMB 500 but no more than RMB 5,000; if such acts result in the death of trees or vegetation, a fine shall be imposed ranging from five to ten times the benchmark value.

Article 66: Anyone who conducts open-air burning of fallen leaves, crop residues, waste, or other refuse in built-up areas shall be subject to a fine of no less than RMB 500 and no more than RMB 2,000 by the urban management department; in other areas, such open-air burning shall be subject to a fine of no less than RMB 500 and no more than RMB 2,000 by the ecological and environmental protection department.

Article 67: Any unauthorized construction or illegal building within a built-up area in violation of these Regulations shall be ordered by the urban management department to cease construction and to be demolished within a specified time limit. If the party concerned refuses to comply, the urban management department shall, in accordance with the law, carry out compulsory demolition at the expense of the violator, and impose a fine of no less than RMB 5,000 but not more than RMB 20,000.

In other areas, unauthorized construction shall be dealt with by the people’s government of the township or town in accordance with the provisions of the preceding paragraph.

Article 68: Anyone who hunts wild animals in violation of the relevant provisions shall be subject to penalties in accordance with the laws and regulations on the protection of wild animals.

Article 69: In residential areas, any of the following acts shall be subject to a fine of not less than RMB 200 and not more than RMB 2,000, imposed by the street office or the people’s government of the township, together with an order to remove the obstruction; if the party refuses to comply, forcible removal shall be carried out at the expense of the violator.

(1) Storing items in common areas such as roadways and stairwells;

(2) Encroaching upon green spaces, vacant lots, or other public areas, or privately installing parking locks or similar devices.

Article 70: Anyone who, in violation of the relevant provisions, keeps poultry, livestock, or pigeons within residential areas of built-up zones shall be ordered by the urban management department to make corrections within a specified time limit; failure to comply shall result in confiscation.

Article 71: Within built-up areas, the keeping of vicious dogs shall be subject to confiscation of the dogs by the public security organs and a fine of RMB 5,000. In non-built-up areas, the keeping of vicious dogs is prohibited; the specific regulations shall be prescribed by the people’s government of the relevant district.

Anyone who takes a dog outdoors without using a leash or failing to take other safety measures shall be subject to a fine of between RMB 100 and RMB 500 by the public security organ; in serious cases, the dog shall be confiscated.

Anyone who fails to promptly clean up canine feces deposited in public areas shall be subject to a fine of no less than 50 yuan and no more than 200 yuan, imposed by the urban management authority.

Article 72: In the conduct of funeral services and tomb-sweeping activities, any of the following acts shall be subject to an order for correction issued by the street office or the people’s government of the township; failure to comply shall result in a fine of RMB 2,000. If such acts constitute a violation of public security administration, the public security organ shall impose penalties in accordance with the law:

(1) Displaying superstitious items such as paper oxen and paper horses in public areas, erecting spirit altars, engaging in drumming, chanting, and reciting sutras, and performing “sending-off” rituals;

(2) Burning paper cattle, paper horses, joss paper, or other superstitious items, as well as funeral wreaths, flower baskets, and similar funeral paraphernalia, on roads, in residential areas, or other public spaces.

Article 73: Anyone who manufactures or sells funeral articles that promote feudal superstition shall have such items confiscated by the civil affairs department in conjunction with the market supervision authority, and shall be subject to a fine equal to three times the value of the manufactured or sold items.

Article 74. Any person who, in violation of the provisions of these Regulations, is subject to a monetary penalty may apply to the administrative law enforcement authority to perform community service related to the promotion of civilized conduct. The administrative law enforcement authority may, taking into account the nature of the violation and the actual availability of community-service positions, assign the offender to perform community service for a specified period. Upon completion of the prescribed community service, the offender may, in accordance with the law, receive a lighter penalty, a reduced penalty, or be exempted from punishment.

Article 75: Organizations and individuals have the right to dissuade uncivilized behavior.

If a person engaging in uncivilized behavior insults, shoves, or threatens the individual who attempts to dissuade them, the relevant administrative law enforcement authorities shall impose heavier penalties in accordance with the law.

Anyone who obstructs administrative law enforcement officers in the lawful performance of their duties shall be dealt with by the public security organs in accordance with the law.

Article 76: Those who repeatedly engage in uncivilized conduct despite repeated admonishment shall be subject to aggravated penalties in accordance with the law; those who maliciously commit uncivilized acts continuously or on multiple occasions shall be dealt with by public security organs in accordance with the law.

Article 77: When administrative law enforcement authorities impose penalties for uncivilized conduct, they shall, in accordance with the relevant regulations, enter the details of such penalties into the credit information system.

Relevant departments and entities shall, in accordance with applicable regulations, impose joint punitive measures on persons who have been subject to administrative penalties.

Article 78: For any other acts in violation of these Regulations, where the laws and regulations provide for penalties, such penalties shall be imposed in accordance with those provisions.

Article 79: If the party subject to penalty disagrees with the administrative penalty decision made by the administrative enforcement authority, they may, in accordance with the law, apply for administrative reconsideration or file an administrative lawsuit with the people’s court.

Article 80: Where an administrative law enforcement agency fails to perform its duties, abuses its authority, neglects its duties, or engages in favoritism and corruption, the persons directly in charge and other persons directly responsible shall be disciplined in accordance with the law; if their conduct constitutes a crime, they shall be prosecuted for criminal liability in accordance with the law.

Chapter VI Supplementary Provisions

　Article 81 This Regulation shall come into force on May 1, 2019.
