Prioritize conservation and build an eco-friendly scenic area.

Panshan is a national scenic spot and one of the first batch of National 5A-level tourist attractions. A national 4A‑level scenic area and a municipal nature reserve, Pan Mountain is located in Jizhou District, Tianjin, 60 kilometers east of Beijing and 100 kilometers north of Tianjin. It covers a total planned area of 110.9 square kilometers, with a core zone spanning 33.6 square kilometers. First documented during the Han Dynasty and flourishing under the Qing, Pan Mountain is a premier tourist destination where natural landscapes and historic sites coexist, and Buddhist and imperial cultures intertwine. In the Tang Dynasty, it was renowned in Buddhist circles as the “Eastern Wutai Mountain”; during the Kangxi era of the Qing, it earned the title “the Number One Mountain East of the Capital”; and in the early Republican period, it was listed among China’s fifteen most celebrated scenic spots. Throughout history, emperors, high officials, and literary figures have visited Pan Mountain, leaving behind a wealth of poetry, inscriptions, and stone carvings, which have endowed the mountain with a profound imperial and celebrity culture, making it a treasure trove of arts and culture. The Qianlong Emperor of the Qing Dynasty ascended Pan Mountain on 32 occasions, composing 1,702 poems and famously remarking, “Had I known of Pan Mountain earlier, why would I have needed to journey south of the Yangtze?” The scenic area boasts abundant natural resources and an extraordinary diversity of flora and fauna, featuring typical deciduous‑broadleaf mixed forests as well as coniferous stands such as Chinese pine and cypress—vegetation representative of the warm‑temperate zone—with forest coverage exceeding 95 percent. Pan Mountain’s natural and cultural landscapes complement and enhance one another, reflecting a distinctive scenic‑resource structure rooted in its mountains and waters, with imperial and Buddhist cultures serving as its guiding threads, and underscoring the harmonious unity of humanity and nature.
In recent years, the Panshan Scenic Area Administration has adhered to the guiding principle of “scientific planning, unified management, rigorous protection, and sustainable utilization,” consistently integrating tourism development with ecological conservation within the scenic area. By leveraging tourism to advance environmental protection, the administration has committed itself to a path of sustainable development, achieving a series of milestone accomplishments in both preservation and utilization.
I. Strengthen ecological planning and development. Centering on the development of a “National Ecotourism Demonstration Zone,” On the premise of protecting the natural environment and maintaining ecological balance, comprehensive systematic plans have been formulated and refined for the conservation of geological and geomorphological resources, water resources, cultural resources, as well as waste management. In accordance with these plans, The three major projects—bringing electricity underground, transporting water uphill, and replacing coal with electricity—have been implemented, covering the entire mountain’s 12,000… All medium- and low-voltage power lines and communication optical cables have been laid underground, and a 18,000-meter fire‑fighting water network has been installed. The entire scenic area has been divided into a grid, with main and branch pipelines deployed to ensure full coverage of firefighting water supply. Furthermore, all workstations in the scenic area that previously used open flames for cooking and heating have been converted to electric‑powered systems. These measures have effectively advanced the sustainable development of the scenic area.
II. Strengthen efforts to protect vegetation in forested areas. Established by 120 A team of professional forest rangers, composed of personnel, is stationed across four workstations, six administrative zones, and eleven… Forest protection stations are specifically responsible for forest fire prevention, resource conservation, and other management tasks, and have established a system in which leaders are assigned to specific areas and departments. A grid-based management system—covering designated areas, assigning specific responsibility points to staff, and fostering coordinated efforts between towns and villages—ensures that management responsibilities are implemented at every level. Each year, vegetation within the scenic area is regularly maintained, and measures are taken to prevent and control pests and diseases. Regular surveys of notable and ancient trees are conducted, and information files are established for all such trees within the scenic area, specifying their management number, species name, age, and protection level. Intelligent management is implemented, with dedicated personnel responsible for their care and maintenance.
III. Fully promote energy conservation and emissions reduction. Actively promote and apply new energy sources and advanced technologies in the protection and management of scenic areas. Complete the entire mountain 10 Wastewater treatment project, The project employs a treatment process that combines membrane separation technology with biological treatment, and the treated wastewater is reused for landscaping and toilet flushing. Energy‑saving controllers have been installed on the cableway and high‑power water pumps, resulting in a 20% reduction in energy consumption. The heating boiler in the government office building has been replaced with a central commercial variable‑frequency air‑conditioning system, which eliminates coal combustion, reduces operating costs, and protects the scenic area’s environment. A sightseeing transportation service company has also been established to centrally park tourist vehicles in the parking lot at the foot of the mountain, with visitors taking standardized shuttle buses to ascend the mountain for sightseeing. This approach both streamlines vehicle operations and cuts down on exhaust emissions.
IV. Strict enforcement, patrols, and inspections. We have vigorously strengthened the law enforcement team, intensified enforcement efforts, and established a comprehensive system of laws, standards, and procedures, while ensuring full-process documentation of all enforcement activities. Dedicated law enforcement vehicles have been provided, along with a complete set of enforcement tools; officers are required to wear uniform attire and carry valid credentials when on duty. In accordance with the Regulations on Scenic and Historic Areas and the Regulations of the People’s Republic of China on Nature Reserves, we rigorously investigate and prosecute violations such as damage to scenic features, forests, and vegetation, as well as the illegal hunting and killing of wildlife within protected areas. Furthermore, we have established a joint prevention and control mechanism with the neighboring town governments to safeguard natural resources, conducting coordinated enforcement against unauthorized construction, illegal resource extraction, and other unlawful activities that harm the environment.
V. Foster a favorable public opinion and publicity environment. Through electronic display screens, the official website, friendly reminder signs, hanging banners, and guidance from tour guides and staff, we promote the concept of eco‑tourism to visitors at the scenic area’s ticketing entrance. We distribute eco-friendly trash bags to visitors and encourage them to bring their own utensils, recycle their own waste, and minimize the use of single‑use tourism disposables, thereby reducing the amount of litter generated within the scenic area. Over the years, the Pan Shan Scenic and Historic Area Administration’s efforts in ecological conservation and sustainable utilization within the scenic area have earned unanimous recognition from relevant authorities and all sectors of society. Panshan has successively been awarded numerous prestigious honors by relevant national authorities, including “Top 100 Scenic Spots in China,” “Advanced Collective in the National Tourism System,” “National Ecotourism Demonstration Zone,” “Most Valuable Cultural Tourism Destination in China,” “National Pilot Unit for Service Industry Standardization,” and “National Advanced Unit for Civilized Tourism.” Moving forward, the Panshan Scenic Area Administration will earnestly implement General Secretary Xi Jinping’s “Two Mountains” philosophy, steadfastly pursue a path of green development, and actively explore and innovate new models that balance resource conservation with ecotourism. It will strive to achieve an organic integration of ecological, economic, and social benefits within the Panshan Scenic Area, thereby contributing Panshan’s strength to accelerating ecological civilization reform and building a Beautiful China.
