Knowledge of the Protection Plan for Panshan Scenic Area

I. Planning Objectives

To scientifically balance resource conservation and utilization within the Panshan Scenic Area, ensuring its orderly development and sustainable use while safeguarding its ecological environment and landscape resources, a protection plan has been formulated in accordance with the Regulations on Scenic and Historic Areas and other relevant provisions.

II. Planning Scope and Area

The Panshan Scenic Area covers a total area of 110.9 square kilometers, with the core scenic zone spanning 33.6 square kilometers. square kilometers, accounting for 30.3% of the total area of the Panshan Scenic Area.

III. Nature and Resource Characteristics of Scenic Areas

Panshan Scenic Area is a national-level scenic spot that features mountain landscapes as its main attraction, complemented by natural elements such as pine trees, rocks, and water, as well as a rich historical and cultural heritage. It serves multiple purposes, including sightseeing, recreation and vacationing, and patriotic education.

The Panshan Scenic and Historic Area boasts a landscape resource inventory comprising two major categories, seven subcategories, twenty-five minor categories, and 130 distinct scenic spots. This reflects a distinctive thematic structure that centers on mountains and waters, highlights imperial and religious cultural elements, and is further enriched by patriotic education, thereby emphasizing the harmonious integration of humanity and nature.

IV. Resource Conservation Plan

1 , Hierarchical Resource Protection

Resource protection is tiered: the Panshan Scenic Area is divided into three levels of protection—Level I, Level II, and Level III—under a hierarchical management framework, with priority conservation measures applied to Levels I and II.

(1) First-level Protection Zone (Core Scenic Area – Strictly Prohibited Construction Area)

The extraction of stone and the felling of trees are strictly prohibited. Tourists are encouraged to engage primarily in sightseeing, cultural immersion in Buddhism, and outdoor recreation, with visitor numbers subject to strict control. The existing architectural character, historic buildings, venerable trees, and natural landforms must be rigorously protected. Except for facilities essential to resource conservation, ecological restoration, scenic viewing and rest, hiking trails, eco‑friendly toilets, and visitor safety, the construction of any structures unrelated to landscape protection and tourism is forbidden; existing structures must be gradually phased out. Any renovation, reconstruction, or new construction at temples, historic sites, or other such venues shall undergo rigorous review and justification and comply with all required approval procedures. In the eastern section of the main scenic area of Panshan, the existing motor vehicle road is reserved exclusively for eco‑tourism shuttle buses; private motor vehicles are prohibited. Within the first‑class protection zone of the Panshan Nature Reserve, conservation and management shall be conducted in accordance with the relevant provisions of the Regulations of the People’s Republic of China on Nature Reserves.

(2) Secondary Protection Zone (with strict restrictions on construction scope)

  Strengthen afforestation, grassland restoration, and shrubland cultivation in mountainous areas; implement landscape and ecological restoration in degraded zones to further increase vegetation cover and maintain soil and water conservation as well as ecological balance; protect the area’s distinctive landforms and topography, and strictly prohibit quarrying and stone extraction. On the premise of preserving the environment, appropriate outdoor recreational activities and fruit-picking may be carried out. The scale of facilities and the architectural character within the zone shall be strictly controlled; except for the essential service infrastructure identified in this plan, any other form of development or construction is prohibited.

(3) Level-3 Protection (Restricted Construction Area)

     Strengthen ecological and environmental protection, and strictly prohibit quarrying and stone extraction. On the premise of preserving the natural environment, appropriate recreational activities such as sightseeing, fruit picking, and folk festivals may be carried out. Real estate development is prohibited within the area. No enterprises or projects that generate pollution or harm the environment shall be established; existing polluting enterprises must gradually relocate or upgrade their processing technologies to achieve zero pollutant emissions. The construction of tourism service facilities and residential settlements must strictly comply with relevant approval procedures, with rigorous control over their scope and scale to ensure harmony with the surrounding natural and cultural landscapes. Newly constructed tourist service facilities should be limited to three stories or less, and new residential buildings should be capped at five stories. Below this level, the architectural layout, appearance, massing, and color scheme shall be in harmony with the natural environment; the use of European-style architecture is strictly prohibited.

2. Resource Classification and Protection

(1) Cultural Relics and Historic Site Preservation

In accordance with the actual conditions of the environment in which cultural relics and historic sites are located, the relevant authorities shall delineate protection zones and construction control areas for cultural relic protection units of different levels, and formulate corresponding measures for their protection and management.

(2) Vegetation conservation

  It is strictly prohibited to clear forests for cultivation or engage in indiscriminate logging.

(3) Animal protection

Hunting is strictly prohibited, and wild animals, along with their habitats and refuges, are rigorously protected. Research, conservation, rescue, breeding, and rewilding programs for endangered species are carried out, and the unregulated introduction of alien species is strictly forbidden.

(4) Famous Stone Preservation

A designated protection zone shall be established around the renowned stone, within which, apart from necessary reinforcement and protective measures, all other construction activities are prohibited.

(5) Water Resource Protection

In accordance with the water quality protection objectives and requirements stipulated in the “Tianjin Municipal Water Functional Zoning Plan” approved and implemented by the Tianjin Municipal People’s Government, water resources shall be strictly protected.

(6) Address Heritage Preservation

Clearly designate protected zones for significant geological sites and heritage areas, and safeguard geological heritage resources in accordance with the law. Within these protected zones and in any designated buffer areas that may impact geological heritage, activities such as earth‑extraction, grazing, logging, and other practices that could harm the protected objects are prohibited. Buildings and facilities that seriously threaten or damage geological heritage shall be required to undergo remediation, restoration, or relocation within a specified timeframe. For natural landforms that have already been degraded, ecological restoration and landscape enhancement measures shall be implemented.
